Under the 10th Malaysia Plan, Federal Government has approved the Expansion of Mengkuang Dam Project, Pulau Pinang.  The Expansion of Mengkuang Dam Project will be implemented in two (2) phases. 1.0  Project Background
 
The State of Pulau Pinang is a well-known tourist center and has multi-racial citizens with total population of 1.5 million. Pulau Pinang is also the second most industrilised state in Malaysia. Sg Dua water treatment plant located in Seberang Perai is the largest water treatment in Pulau Pinang. The plant obtains raw water supply from Sg Muda via Sg Dua canal. Sg Muda supplies about 80% of water demand in Pulau Pinang and during drought season, the natural flow in the river is insufficient to meet all domestic, industrial and agricultural irrigation requirement. Read more...

This paper is intended to look at the Kahang Dam project realization through four (4) in one (1) implementation concept perspective. The four (4) elementary implementation components of concern are the Feasibility Study, the Value Management, the Design & Tender and the Project Construction. Abstrak
Kertas kerja ini disediakan bertujuan untuk membuka mata pembaca berkenaan kesan dan impak Non Revenue Water kepada perkhidmatan bekalan air, alam sekitar dan kewangan Negara. Non Revenue Water (NRW) kini merupakan salah satu isu yang hangat diperkatakan di peringkat global. Isu NRW ini melambangkan prestasi pengurusan bekalan air di sesebuah negara. Malaysia telah pun mengambil inisiatif berkenaan NRW ini semenjak tahun 80-an lagi. Kini,kerajaan telah menyarankan agar pihak Bekalan Air Negeri memberi penumpuan yang lebih terhadap masalah NRW ini kerana ianya memberi impak yang besar kepada hasil kutipan negara amnya, dan negeri khususnya  Di bawah Pindaan Jadual Kesembilan Perlembagaan Persekutuan, Kerajaan Negeri mempunyai bidang kuasa terhadap sumber air, kawasan tadahan air dan lembangan sungai. Kerajaan Persekutuan akan mengawal selia industri perkhidmatan air dari segi pelesenan dan kawal selia operator perkhidmatan. Kerajaan Persekutuan melalui Majlis Sumber Air Negara mempunyai kuasa ke atas air apabila sungai merentasi sempadan dua negeri dan negeri-negeri berkenaan tidak   dapat mencapai persetujuan tentang penggunaan dan kawalan air sungai tersebut.
